Boundary Rules

SECTION 6:  Boundary Rule
The following subsections shall be known as the “Boundary Rule”.

(A)      A player must play for a member club in the school district in which he resides (for purposes of these Rules, each a “Home Club”), unless he elects to play for a club whose home field for the applicable age group is closer to his residence (for purposes of these Rules, each an “Adjacent Club”) than the home field of such player’s Home Club for the applicable age group; provided, however, that such Adjacent Club provides a written request to the League’s Executive Committee on or prior to [February 1st] prior to the start of the season during which such player is requesting to play for such Adjacent Club.  Each such request shall set forth (a) the actual distance between the player’s residence and the home field of the Adjacent Club for the applicable age group and section, and (b) the actual distance between the player’s residence and the home field of the Home Club for the applicable age group and section. 

(B)       If a player is released from his Home Club after tryouts, or is ineligible to play for his Home Club for any other reason, such player must play for a member club that is closest in distance to the Home Club’s home field for such age group.  If the closest member club elects not to have such player play for one of its teams, such club must provide a release to the player.  In such event, such player may contact other member clubs, but must obtain releases from each member club geographically located between his Home Club and the member club he desires to play for.  Any member club that intends to have any such player (as described in this subsection (B)) play for one of its teams (an “Alternate Club”) must submit a request to the Executive Committee for approval.  Such request shall include (a) the identification of the player’s Home Club; and (b) evidence that releases have been obtained from each member club located between such player’s Home Club and the Alternate Club.  For the avoidance of doubt, a club is not required to provide a release unless such club is not going to permit the player to play for one of its teams and no member club is required to take any player from outside its boundaries.  Any necessary releases must be provided to the League’s Executive Committee on or prior to [February 1st] prior to the start of the season during which such player is requesting to play for such Alternate Club. 

(C)       For purposes of this Section 6, those member clubs that are not affiliated with any public school district, private or religious-based school system would be permitted to draw from their organization’s membership and/or parishes, subject to verification by the Executive Committee of such player’s membership in the organization and/or parish.  Any request for an exception of the requirements of this subsection (C) must provide a written request to the Executive Committee stating the reason(s) for the requested exception.  At a minimum, such member club must obtain a release from any member club that would be considered a Home Club under this Section, as well as any other member club that is geographically located between the player’s Home Club and the member club making the request for the exception.  For purposes of this subsection (C), the term “parishes” and/or “congregation” shall mean a member of a specific church or organization, and shall not include entire denominations (i.e. Lutheran, Catholic, Methodist, etc.).

(D)      Any requested exceptions to the Boundary Rule shall require approval by a majority of the League’s Executive Committee.  No player shall play for any member club other than his Home Club without approval from the Executive Committee.
